AID-H-016.001: System Prompt Structure & Instruction/Data Separation
Pillars: app
Lifecycle: building
Scope boundary
Owns application-side system prompt structure, precedence, namespaces, serialization, delimiters, datamarking, and safe inclusion of untrusted dynamic context. It is defense-in-depth rather than an authorization or isolation boundary.
AID-H-016.002: AID-H-016.001 separates instructions and data in application prompt construction; AID-H-016.002 changes model weights through hierarchy-aware training. A delimiter template and a trained hierarchy are independent defense layers.
AID-H-018: AID-H-016.001 reduces instruction confusion before the model responds; AID-H-018 enforces which runtime tools, parameters, values, and side effects are permitted. A well-structured prompt cannot authorize an action or contain a compromised model.
Implementation guidance
- AID-H-016.001-G001: Render all prompt fields through a structural serializer so untrusted user and tool content cannot break namespace boundaries.
- AID-H-016.001-G002: Preserve untrusted prompt text by default, apply only contract-permitted normalization, and enforce signed byte budgets.
- AID-H-016.001-G003: Verify a digest-pinned signed prompt policy before injecting its namespaced rules and budgets.
- AID-H-016.001-G004: Use fail-closed feature evaluation only to narrow the signed prompt policy into a safe prompt mode.

Keep the action safely bounded
Reconcile the complete population of all untrusted prompt segments and trusted instruction fields in each eligible request; reject expired, revoked, or stale policy and asset bindings under the policy-defined freshness window.
Verify safely
A separately credentialed verifier independently replays canonical serialization and delimiter-breaking, entity, Unicode, empty-field, and nested-content fixtures from the same request bytes, reads back effective state from the enforcement system, exercises positive, negative, boundary, stale-evidence, and dependency-failure fixtures, and reconciles every eligible item.
URL-prefilled prompts retain external authorship even when submitted through the human chat UI. Construct PromptContext on the server from the authenticated ingress record in AID-H-002.002-G009. Its prompt_origin supplies user_prompt_origin; preserve that classification in the serialized data element and render receipt, preserve the original text, and keep submission confirmation separate from authority to change memory or invoke sensitive tools.
AID-H-016.001-G002
Preserve the field contract
Use preserve for source code, identifiers, signed content, raw records and mixed prompt/data fields. This default preserves Unicode, spacing and line endings exactly. Select NFC or NFKC only from a reviewed field contract in trusted application configuration; never accept a normalization mode or byte budget from the untrusted segment. If a field contains both prose and code, preserve the whole field rather than guessing which portions can change.

Apply the verified budget
Obtain the per-field UTF-8 byte budget from the verified signed prompt policy and bind the field contract to the application release. Bound both original and admitted bytes; deny an invalid, prohibited or oversized segment without stripping controls or silently truncating content. Bound request-body size at ingress before decoding. Apply this function once to every untrusted user, retrieved and tool-output field before structural serialization. Keep a separate detection view when analysis needs transformations that the admitted field does not permit.
Verify preservation and rejection
Replay code string literals containing fullwidth characters, combining Unicode, CRLF, indentation, tabs and delimiter-looking text. Their admitted text must remain identical under preserve. Exercise explicitly allowed NFC/NFKC, normalization expansion, exact byte-budget boundaries, malformed Unicode, NUL and other prohibited controls, unknown modes and missing or invalid policy budgets. An independent verifier checks the actual serialized/consumed text and complete field population against the original request and trusted field contracts. Prompt formatting remains defense in depth; it does not authorize a tool action.

Concept:
The prompt policy is a canonical JSON artifact signed by an approved policy-release identity and pinned by digest and version in the application release manifest. Schema validation without signature verification is not a trusted policy load.

Action: Read the policy from a read-only release mount, verify its digest and Sigstore identity before parsing, enforce the exact expected version, and fail the request when any check or dependency is unavailable. Pass only verified rules and budgets to the renderer.
Keep the action safely bounded
Reconcile the complete population of every runtime instance and policy load for the deployed application release; reject expired, revoked, or stale policy and asset bindings under the policy-defined freshness window.
Verify signature and transparency evidence, exact digest and schema, signer authorization, version, expiry, unique rule IDs, and bounded values; retain the last approved safe policy or deny startup on mismatch.
Verify safely
A separately credentialed verifier independently replays policy bytes and signer claims and reads back the loaded digest from every expected runtime instance, reads back effective state from the enforcement system, exercises positive, negative, boundary, stale-evidence, and dependency-failure fixtures, and reconciles every eligible item.

Concept:
Feature flags may only narrow behavior into prompt-level read-only or refusal modes; they are not an execution kill switch and cannot relax the signed permanent policy. When the flag service is unavailable or returns an evaluation error, use the safest prompt mode and let independent AID-H-018 authorization continue to deny side effects.

Evidence: Record the flag environment/version, evaluation reason, selected prompt mode, signed base-policy digest, and rendered-prompt digest. Negative tests must simulate initialization failure, evaluation errors, and stale connections. The action dispatcher must still enforce AID-H-018 regardless of prompt mode.
Keep the action safely bounded
At the fail-closed feature evaluator before request-specific prompt rules are assembled, bind a signed, versioned policy (policy version and SHA-256 digest) to the exact asset_id and asset version for application release, feature project/environment, flag keys, signed prompt policy, and safe-mode rules. Reconcile the complete population of every eligible runtime instance and prompt-mode evaluation; reject expired, revoked, or stale policy and asset bindings under the policy-defined freshness window.
